Dirty Salons: A WTOL11 Investigation

TOLEDO, OH (WTOL) – There are hundreds of salons around northwest Ohio, and one state inspector is in charge of making sure they are all kept clean and safe.  In fact, one inspector is charged with examining salons in ten Ohio counties. 

WTOL11 examined hundreds of pages of reports by this inspector to see which area salons are clean, and which are being issued citations.  At Salon Uptown in Maumee a warning was issued for "waxing equipment unsanitary and/or not properly stored".  At Fiesta Hair and Tanning, also in Maumee, a warning was issued because the "sanitary store area [was] contaminated by unsanitary objects".  Fancy Nails in Holland also received a warning for reusing wooden spatulas and emery boards. 

These are just warnings, but one area salon has had so many violations the owner owes the state $3,100 in fines.  Foster's Hair Concepts on West Bancroft in Toledo has been cited for multiple violations, even operating without a current license. 

Inspectors issued more than 10,000 violations in 2011, important work according to inspector Meg Lamantia.  "Somebody can get an infection in their finger really easily," explained Lamantia.  "If you have an acrylic nail on there and you have a fungus underneath that, you glue an acrylic nail on there; you only trap that fungus in there, which can lead to all kinds of internal problems."

Some salon owners, though, claim the regulations are unreasonable and the fines exorbitant.  In 2009, the fine for a first time violation rose from $100 to $500, and fines of $1000 can now be issued in instances of repeated violation.  "They're going to put everybody out of business," said salon owner Matthew Gonzalez "That's sad."

Ohio Board of Cosmetology Executive Director Jim Trakas defends the fines and regulations. "The state legislature and various governors have said these are what the laws of cosmetology should be and our job is to make sure the public knows about them and we enforce them appropriately to protect the public," said Trakas.
