Cleveland's new fire chief was sworn in Friday afternoon at City Hall. Chief Daryl McGinnis takes over for Interim Fire Chief Timothy O'Toole.
There are nearly 800 full-time professional firefighters and paramedics in Cleveland.
Chief McGinnis is a 27-year veteran of the Division of Fire where he previously held the positions of Lieutenant, Captain, and Battalion Chief. He also served as both Equal Opportunity Officer and Director of Training for the Division of Fire; and, in 2012 was given the duty of overseeing the fire candidate screening.
Mayor Jackson stated, "Chief McGinnis has a history of strong leadership and a clear vision of the future. Throughout his career he has championed inclusion, diversity, discipline and accountability and will work with the Department of Public Safety and the leadership of EMS to advance our goal of the integration of the Divisions of Fire and EMS."
Chief McGinnis attended John F. Kennedy High School and earned a bachelor's degree in education from Florida A&M University. In addition, he is a State of Ohio certified Fire Instructor, Certified Incident Safety Officer, Health and Safety Officer and Emergency Medical Technician.
Chief McGinnis was one of five applicants for the position. Civil Service expanded the eligibility list to include Battalion Chiefs, along with Assistant Chiefs, based on the recommendation of the Department of Public Safety and the concurrence of Mayor Jackson.
The candidates' resumes were graded by Civil Service and interviews with the candidates were conducted on December 28, 2012. The interviews were graded and incorporated into the final score. Mayor Jackson interviewed the top three candidates prior to making his selection
A statement released from the Association of Cleveland Fire Fighters says an effective labor-management relationship is critical for the safety of both the fire fighters and the public. If the new Chief sees the Union as a partner, as opposed to an obstacle or impediment, we feel confident together we can realize the full potential of Cleveland Fire Fighters and consequently the Division of Fire.
