TOLEDO, OH (Toledo News Now) -
Many
members of Toledo City Council said they feel the Bell administration hasn't
been up-front with them about changes to a water deposit policy, and on Monday
a committee hearing was held to meet with public utility officials to discuss
the situation.
Public
Utilities Director Dave Welch was on the hot seat, answering questions about
the changes. He said to help infuse the utility funds with some much-needed
cash, the deposit policy was changed.
All
new customers with no billing history in Toledo are being charged a $200
deposit, as are customers with service being terminated for non-payment, and
for continuation of service after a bankruptcy filing. Welch said that deposit
will be credited to an account after one year, providing the customer is
current on their bills.
He
admitted there was some miscommunication and lack of communication between his
office, the mayor's office, and with council and the public, for which he offered
an apology.
