Groups want public hearing on Davis Besse improvements

A coalition of environmental and anti-nuclear power groups wants the Nuclear Regulatory Commission to take a closer look at plans to replace part of the Davis Besse Nuclear Power Station in Oak Harbor.

Beyond Nuclear, Citizens Environment Alliance of Southwestern Ontario, Don't Waste Michigan and the Ohio Sierra Club have asked the NRC's Atomic Safety and Licensing Board to grant a hearing on First Energy's plan to replace the steam generators at Davis Besse.

A steam generator is the piece of a nuclear power plant which separates the ‘hot' water, which runs through the reactor, from the ‘cold' water side of the plant. The groups claims the two new steam generators are not the same as the units inside the plant now.  The groups say differences between the existing steam generators and the new parts warrant a public hearing on the matter.

First Energy says the groups are using the wrong avenue to challenge their plan. In a statement Monday the First Energy said "questions or challenges to the steam generator replacement should be raised with the Nuclear Regulatory Commission Staff, not the Atomic Safety Licensing Board."

A telephone conference will be held between attorneys for both sides and the Licensing Board on Wednesday at 1:30 p.m. The board will determine if the environmental groups have standing to request a hearing.
