Dr. Richard Ross, State Superintendent of Public Instruction in Ohio, spent Tuesday in the Toledo area.
He held meetings at BGSU and with superintendents of school districts in Wood County and Lucas County. He then paid a visit to the Toledo School for the Arts, his first visit to a charter school as state superintendent.
Ross was hired by the Ohio Board of Education in March of 2013, and he's leading Governor Kasich's Office of 21st Century Education. He helped move several measures through the state legislature, including the Third Grade Reading Guarantee, which requires additional reading instruction in classrooms.
Ross says it's not an unfunded mandate, but makes reading the number one priority for Ohio students.
"It requires school districts to identify early, to provide intervention, notify parents and to interact," he said. "We have a lot of data showing if the student can't read by third grade, there's a good chance of dropping out."
Next week, the state will be sending out the new A-F report cards, and Ross says that's an effort to provide more details about the performance of schools.
