city hopes Humane Ohio can implement its ‘trap, neuter, return' program, where
the organization gathers the felines, spays or neuters them, and returns them
to the neighborhood. According to Humane Ohio's marketing director Jill
Borkowski, if they remove the cats completely, other cats will move in and take
over the food source.

Ohio plans to go door-to-door in the neighborhood to talk to resident and give
advice on how to keep the cats out of their yards.
