A day after defeating Mike Bell, Toledo Mayor-Elect Mike
Collins says a promise made will be a promise kept, as he says the Northwest
District Police Station on Sylvania Avenue will open shortly after he takes office.
He's hoping to tour the building before January to make
sure any needed improvements can be made.
"We have $100,000 in the budget at this moment in time,
should we need to make that expenditure," he said. "I want that facility opened
just as quickly as possible after the first of the year."
Collins says he plans to relocate the Toledo Police
Special Victims Unit, the Domestic Violence Unit and the Traffic Bureau to that
location, as well as having an officer on light duty to be there to take reports
during the week.
Collins says he is making no promises when it comes to
future leadership of the Toledo Police Department.
"I will at some point have a meeting with Chief Diggs and
we'll have a discussion. The Chief of Police works for the people but also at
the pleasure of the mayor," he said.
According to Collins, major changes are on the horizon
for departments paid through the city's general operating fund.
"We're going to have to redefine government in the City
of Toledo, and when I say redefine, we're going to have to right-size. We will
be looking to reduce the number of people in managerial positions. I think
we're going to need to see some incentive retirement plans."
He also believes money can be saved by doing some

our payroll processed and we have an $18-19 million computer system, and we're
not using it."
Regarding his plan to ask voters to lower the city income
tax from 2.25 percent to 2.2 percent and make that entire rate permanent, he
says that likely will happen in year two of his term.
