FOSTORIA, OH (Toledo News Now) -

Police in Fostoria say they found a Pit Bull mix tied to a tree near a local park, but they don't know who tied him there or when.

Officers say they found the dog in a wooded area behind Foundation Park. They took to Facebook, asking for answers on how the dog came to be abandoned there with no food or water.

"It's very abnormal to have a report of an animal who was just left chained to a fence behind a park," said Captain Daniel Dell, of the Fostoria Police Department. "That usually doesn't happen."

Police say they rescued the dog Saturday and gave him to the Hancock County Dog Warden. Officials there named him Shelton.

Shelton had not been fed, his ribs were showing prominently under his skin, and his ears had been cut very poorly.

"They took off way too much of the outside ear when they did it, so I would say it definitely wasn't a professionally job," said Dana Berger from the Hancock County Dog Warden's office. "It was probably somebody who did it their self."

By looking at his teeth, officials estimate Shelton to be about four years old.

Police say abandonment is a second degree misdemeanor in Ohio, but it's very difficult to track down the people who are responsible.

"A lot of the time, they'll do it in the middle of the night," Berger said. "They'll go out and dump them off in the middle of the night when nobody is around."

Officials are hoping someone on Facebook will recognize Shelton and link them to his owner.

"We would love any kind of leads, or information to bring about the suspect in this so that we can take appropriate action and file criminal charges on them," Capt. Dell said.

Anyone with information on Shelton is asked to call Fostoria Police at 419-435-8573.
