Lucas County has hired the DLR Group, based in Nebraska,
which will subcontract with some local firms to conduct a jail feasibility
Sheriff John Tharp says it's his goal to have a new
county jail built before his term is over. Commissioner Pete Gerken says it's
not a matter of if a new jail will be built, but when.
"The jail we have now is costing taxpayers more money
than it's worth," Gerken said. "A new facility will have to be constructed in a
way that's more economical and efficient and humane than the current facility."
The study will focus on issues such as facility size and
site requirements, and coming up with an estimated cost for construction.
"Much like we went through with the arena, we started out
with an action plan first. The action plan talks about what kind of building
you would need, how big that building should be."
Gerken says questions about how the county would pay for
a new jail can be answered later in the process.
"First we need to know the cost before we can talk about
the financing," he said. "We're at the point this action plan will actually
give us a figure."
The study will be conducted over the next 120 days, and
is expected to be released in March.
