Despite low voter turnout, there were major issues and races decided Tuesday.
One of the major races was for Toledo City Council's District 2, the seat vacated by D. Michael Collins when he was elected mayor.
This was easily the most watched race in Lucas County. Democrat Matt Cherry was appointed to Mayor Collins old seat back in January and hoped to keep that job. Cherry had virtually all of the coveted labor endorsements and was able to take the seat.
Cherry beat Toledo School Board member Bob Vasquez, small business owner Marcia Helman and lone Republican candidate Joe Celusta.
The ballots were paper ballots, which take longer to count.
